Simple answer: you can't. Only Roblox developers and select users can create hats for the platform. But you can buy plenty of awesome hats in the catalog!

From personal experience, I'd recommend starting with some YouTube tutorials on Blender and Roblox Studio. It's a bit of a learning curve, but totally worth it when you see your custom hat in-game!
