Unfortunately, infants in The Sims FreePlay don't crawl. You'll have to wait until they become toddlers for any movement.

Sorry to break it to you, but infants in The Sims FreePlay are pretty stationary. They won't start crawling until they hit the toddler stage.

You can't make infants crawl in The Sims FreePlay. They stay in their crib or bed until they age up to toddlers. Bummer, I know!
