There's no surefire way to make it rain. You might just have to wait for the weather to change on its own.
All you gotta do is open the House Controls with the house icon on the left, then select the Weather icon. You can change the weather from there, including making it rain!
In my experience, you can make it rain by clicking on the house icon, going to House Controls, and selecting the rain option under the Weather icon.
