In Xenoblade Chronicles X, weather is randomized and changes on its own, so you can't make it rain on command. Just keep exploring, and eventually, you'll run into a storm!
Unfortunately, you can't directly control the weather in Xenoblade Chronicles X. But you can fast travel around different zones; sometimes it triggers different weather events, including rain.
I tried fast traveling everywhere until I finally got rain. Patience is key!
