Nope, can't do it. Official legendary cards are off-limits for DIY. Gotta catch 'em the old-fashioned way - trading and booster packs.

You can't 'make' official legendary Pokemon cards since that's up to the folks who design and release the Pokemon TCG sets. But, if you're looking for a fun project, you could design your own for casual play with friends or as a creative endeavor. Just be clear they're fan-made and not for official use!
