Short answer: You can't 'make' them like a DIY YouTube project. Legendary weapons drop from legendary enemies or you buy them with modules and pray to the RNG gods.

Seriously, just hit up events. I've gotten more legendary weapons than I can count just showing up to the party (aka events). Plus, it's way more fun than playing lottery simulator with your modules.

To make your legendary weapons in Fallout 76, first, you gotta grind for them Legendary Modules. Hit up the Purveyor at the Rusty Pick in the Ash Heap to buy these. Then, take your hard-earned modules to a weapons workbench and craft away! The weapon you craft will randomly roll its legendary attributes, so may the odds be ever in your favor.
