I've done this! Yellow LEGO minifigure head, plain yellow torso, red gloves (use red LEGO hands), a white belt, and red LEGO pants for the boots. Add a red LEGO cape and voilà – a tiny Saitama!

Just take a yellow LEGO head and draw Saitama's trademark blank expression on it. Grab a red cape for his hero look, and you're basically set!
