Short answer: You can't directly make liked songs public. You'll need to put them in a playlist and share that.
Just make a playlist with your liked songs and make that playlist public. It's the easiest workaround!
I've done it before! You just need to manually add your liked songs to a new playlist and then make that playlist public. It's a bit of a hassle, but it works.
