You can't 'make' official Mega Pokemon cards - that's up to the pros who design the game. But designing your own for personal use? Total go. Get some markers and paper, and channel your inner artist. Just keep it to yourself and friends for game nights.

Honestly, find a good graphic design app. Designing your own Mega Pokemon cards gets way easier, and they look almost real. Just print them on thick paper, and bam, you've got your own Mega Pokemon card. Remember, just for fun, not for selling or passing as real.
