Changing the DNS settings on your PS4 can sometimes improve download speeds. Go to Settings > Network > Set Up Internet Connection, and use Google's DNS (8.8.8.8, 8.8.4.4).
Honestly, sometimes all you need to do is reboot your router. Internet speed fixes itself more often than you’d think.
Pause and resume the download to give it a little 'kick'. It oddly helps sometimes!
