Easy peasy! Just stack some water blocks at a high point, then break the bottom ones to create a waterfall effect. Add some stone around it for that realistic touch!

Fyi, I did this last week. Build a tall cliff with stone, then place water sources at the top. Let gravity do the work. Voila, instant Niagara Falls!
