These are your basic ninja clothes. But if you're talking about the hardcore accessory 'Ninja Gear,' you need to combine Tiger Climbing Gear, Tabi, and the Black Belt. You'll find Tabi and the Black Belt by defeating Bone Lee in the Dungeon after Plantera is defeated, and Tiger Climbing Gear is crafted from Climbing Claws and Shoe Spikes, which can be found in chests scattered throughout the world.
