To get NPCs to spawn in Terraria, you need to build suitable housing for each one. A typical house needs to be at least 60 tiles in size, have a door, a table, a chair, and light source like a torch. Also, walls on the background are a must! Don't forget, different NPCs have unique requirements to show up; for example, the Merchant needs you to have 50 silver coins, and the Nurse arrives once you've defeated your first boss or have an increased health pool.

Actually, some NPCs like the Arms Dealer will only show up after you've found a gun or bullets. So it's not just about building houses; you also need to meet specific requirements or achievements in the game.
