You can't officially 'make' Nuka-Cola like crafting other items, but you can mix different types at the Nuka-Mixer stations in Nuka-World to create new flavors. So, kinda like making a new kind of Nuka-Cola!

Honestly, just loot it. Nuka-Cola's everywhere in the game. Why bother making it when you can find it in nearly every vending machine or grocery store ruin you walk into?
