To make an outpost in State of Decay, find a location you like, clear it of zombies, then use the 'Establish Outpost' option from the radio menu. Boom, new outpost!
Scout buildings with good resources or strategic positions, eliminate all zombies inside, and then use Influence to establish an outpost via the radio menu.
Honestly, just clear the building of zombies and hit 'Establish Outpost.' Bam, outpost made. Simple as that.
