Easy peasy! Just raise four identical pets to the 'full grown' stage and then go to the Neon Cave to combine them.
Get four of the same pet, make sure they're all full-grown, and head to the Neon Cave under the main bridge. Place them on the four glowing spots, and you'll get a Neon pet!
