One way is to put your PS4 controller in a game that has an endless vibration feature, like certain racing games with constant engine rumble. It's a bit hacky, but it works!

Not really recommended, but some folks open up the controller and hardwire it to keep vibrating. This can mess up your controller though, so proceed with caution. Better to stick with software solutions!
