You can connect your PS4 controller to your PC using a USB cable or Bluetooth. For plug-and-play, just connect via USB, and Windows should recognize it. For Bluetooth, hold the PS and Share buttons until the light bar starts flashing, then pair it from your PC's Bluetooth settings.

Honestly, just use Steam. It has built-in support for PS4 controllers. Open Steam in Big Picture mode, plug in your controller, and you're good to go.
