To make a scanner in Subnautica, you need to gather some essential resources: Titanium and a Battery. You can craft Titanium from Metal Salvage and a Battery from Copper Ore and two Acid Mushrooms. Once you've got all that, head to the Fabricator on your lifepod and craft the scanner under the 'Tools' section.
In my playthrough, I collected what I needed for the scanner fast. Just swim around the Safe Shallows: Metal Salvage is everywhere, Copper's not too hard to find in limestone outcrops, and Acid Mushrooms are practically under your feet. The Fabricator is your best buddy for this one!
