Just head to your page settings, find 'Page Roles,' and add the person you want. Make sure to choose 'Admin' from the list.
Done it a ton of times! Go to your Facebook Page, click on 'Settings' in the upper right, hit 'Page Roles' on the left-hand side, enter the person's name or email, switch their role to 'Admin,' and hit save. They'll get a notification to accept the role.
