Lego Fortnite isn't an official game mode. Maybe you meant Fortnite Creative? If so, set permissions in the Creative mode settings!

Not to burst your bubble, but there's no such thing as LEGO Fortnite. It's just Fortnite, and you can't make people key holders directly.

You can't really 'make' someone a key holder in LEGO Fortnite because it's not an official game mode or feature. If you're talking about organizing responsibilities, just discuss it outside the game!
