Why bother with a custom INI file? Trust Bethesda; they know best! ;) But if you're set on it, just create 'StarfieldCustom.ini' in the game directory and edit away.

From my own spacefaring adventures, you just need to create a 'StarfieldCustom.ini' file in the game's installation folder. Easy peasy!
