You can create a start icon quickly by dragging 'thedivision2.exe' file from the game folder to your desktop while holding down the right mouse button. When you release, select 'Create shortcut here'. Easy peasy!

Right-click on your desktop, select 'New', then 'Shortcut'. Browse to the location where you installed The Division 2 and find 'thedivision2.exe'. Click 'Next', name your shortcut 'The Division 2', and click 'Finish'. Boom, you got it!

As someone who's made about a million desktop shortcuts, the easiest way is to go to the game directory, find 'thedivision2.exe', right-click it, select 'Create shortcut', and then drag that shortcut to your desktop. Done and done!
