Super easy fix! Just open your Steam client, click on 'Steam' in the top left corner, then go to 'Settings'. Under the 'Interface' tab, you'll see a checkbox that says 'Run Steam when my computer starts'. Make sure that box is unchecked, hit 'OK', and you're all set. Steam will mind its own business and not pop up when you start your computer.

Just untick the 'Run Steam when my computer starts' option in Settings. Easy peasy.

If you're like me and forget where those settings are every time, just use the Task Manager. Hit Ctrl+Shift+Esc, go to the 'Startup' tab, find Steam, and click 'Disable'. Boom, done.
