I had this issue and none of the usual tricks worked. What did the trick for me was deleting the 'appmanifest' file for the game in the SteamApps folder. Steam then recognized my game after I restarted it. But be careful — backup any important files before you start deleting stuff!
Honestly, just reinstall the game. Faster and less hassle.
Just move the game to a common folder, then install it on Steam. It'll discover the existing files instead of downloading.
