You can't make stone tools in Terraria, actually. Unlike some other sandbox games where stone is a basic tool material, Terraria skips right over stone and starts you off with basic copper tools. If you're looking to upgrade, you'll want to mine for ores to make better tools instead. Head underground to find iron, silver, or even gold to craft your next set of gear!
