Try running the game in compatibility mode for Windows 7 or 8. Helped me with performance issues!
Update your drivers! Seriously, outdated GPU drivers can cause lag. Trust me, it made my game run like butter once I updated.
You can try lowering the graphics settings in the game. Turning off V-Sync and lowering the resolution often helps!
