I once had my merchant near the ocean, and boy, was he grumpy! Moved him to the forest, next to the Nurse, and suddenly, I'm getting discounts like it's Black Friday. Location and the right company make all the difference!

To make the merchant happy in Terraria, you gotta place him in the forest biome coz that's where he loves being the most. Also, keep him near the Nurse or the Golfer to boost his happiness level. The happier he is, the lower his prices get. So, choosing the right neighbors and location is like giving him his personal paradise!
