Just mine and smelt, mate! Mine Titanium Ore and smelt it in a Furnace. 5 ores = 1 bar. Go get 'em!

Easy peasy, to make Titanium Bars in Terraria, you gotta mine Titanium Ore first. This shiny stuff is found in the underground layer, but only after you've smashed a few Altars with the Pwnhammer post defeating Wall of Flesh. Once you've got enough Titanium Ore, head over to a Furnace and smelt 5 of those ores to get 1 Titanium Bar. Happy crafting!

Pro tip from someone who's been there: stock up on Spelunker Potions. Makes finding Titanium Ore heaps easier. Then just smelt 5 ores into a bar at any Furnace and you're golden. Or should I say, titanium!

Honestly, why bother with Titanium when Adamantite is just as good? But hey, if you're set on Titanium, smash those altars, mine the ore, and smelt it.
