Easiest way to make vassals is to absolutely crush an enemy in battle and then offer them the gift of servitude. They'll usually cave in to your demands.
Honestly, just use brute force. Beat them down to their last city, and they'll be begging to be your vassal to avoid total annihilation.
Some factions have unique abilities or mechanics for vassal creation, like the Dark Elves with their Black Arks. Use those to your advantage!
