Find whetstones by looting Bandit Armory and other bandit camps if you haven’t unlocked the recipe yet.

Manual labor ain't your thing? Just raid some bandit camps, easier than crafting, imo.

You can craft whetstone at a furnace once you unlock the recipe by defeating Grayson the Armourer. You just need copper ingots and stone dust!
