Instant-on mode is your friend! Head to Settings > General > Power mode & startup, and switch the power mode from Energy-saving to Instant-on.

Simple! Just go to Settings, select Power mode & startup, and change power mode to Instant-on. Your Xbox Series S will continue downloading even when it looks off.
