Honestly, the best way is to use the scaling slider. Head into the Roblox avatar editor, choose the 'Scale' tab, and move the height slider all the way to the left. Voila, small avatar, no robux needed!
You can use the Rthro package! Go to the Avatar shop, and look for 'Rthro' under the free category. Equip the animations and scale settings to make your avatar smaller.
Use the free Rthro packages like 'City Life Woman'. They have smaller proportions and you can adjust your 'Height' to minimum in the avatar editor.
Head to the 'Avatar' section, select 'Scaling' under 'Body', and set 'Height' to the lowest value. This will make your avatar as small as possible without spending robux!
