Babies can't walk in Sims FreePlay. You'll need to age them up to toddlers, and then you can teach them to walk using play mats.
Have you tried birthday cake? Use it to age your baby into a toddler, and walking lessons will start from there!
Just age up the baby to toddler status with a cake. Then, they can start taking their first steps! Simple as that.
