I've made a Vegeta costume before! Get a blue bodysuit, add white armor with craft foam, and paint details. Boots and gloves complete the look. Trust me, it rocks at conventions!
Why DIY? Just buy it online and save yourself the hassle.
Don't forget the accessories! For Goku, make a Power Pole from a dowel and some red paint. For Vegeta, grab a Scouter (you can find these at toy or costume shops) to complete the look.
Use a gi or martial arts uniform as your base. Customize with fabric paint or patches for symbols. A spiky wig and a little makeup go a long way!
