You can nominate a PokeStop if you're level 38 or higher by going to the settings, tapping 'New PokéStop', and filling out the form. It might not get accepted right away, but it's worth a shot!

I nominated a local mural for a PokeStop and it got approved! You need to be level 38 first, though, and make sure your nomination is unique and interesting.
