You just gotta cook a dish over and over with the same character to master it. Easy peasy.
Just keep cooking, cooking, cooking! If a character cooks something repeatedly, they'll eventually master it. Practice makes perfect, even in a JRPG!
If you've ever tried to make the perfect omelette IRL, you'll know the struggle. Have each character practice repeatedly with the same dish. They get better over time!
