From my experience, the quickest way to max out social is by having a pair of Sims use the 'Tell Joke' action. It's fast, it's fun, and it gets the job done!

Easy! Just spam those social interactions like 'Be Nice' and 'Be Funny'. Keep doing it and watch that bar fill up!

The best way to max out a Sim's social is to have them chat nonstop with another Sim. Just select the 'Be Nice' interaction repeatedly until you hit the max social level. You might miss their sparkling conversation but hey, Sims gotta socialize!
