To Mega Evolve Gyarados in Pokemon GO, you'll need Gyarados Mega Energy. You can earn this by completing Mega Raids featuring Mega Gyarados. Once you have enough Mega Energy, go to Gyarados' profile and tap the Mega Evolve button!

Collect Gyarados Mega Energy from raids, then hit the Mega Evolve button on your Gyarados' profile. Simple as that!
