On the console, open the chat by pressing L1 + Touchpad on PlayStation or View + Menu on Xbox, then type '/w [username] [your message]'.
The easiest way to message someone is to add them as a friend first. Then, just click on their name in your friends list and hit 'send message'.
If you're on PC, don't forget you can also use Tab to cycle between chat tabs. Super handy for hopping between clan and private messages.
