No paint mixing allowed in Fallout 4. It's all about finding cans for specific tasks. Kinda makes you wish for a Fallout version of Home Depot, doesn't it?
Sorry to burst your bubble, but you actually can't mix paint in Fallout 4. It's not a feature in the game. However, you can find different paint cans during your explorations, like the yellow and green ones for that one quest at the Hardware Town. So while you can't mix paints to create new colors, you can definitely find various colors during your adventures!
