In Fortnite Creative mode, you can customize weapons using the in-game devices and settings. Just go into the Creative Inventory and play around with the Weapon settings to create the gear of your dreams.

Ya can't really 'modify' weapons in Fortnite like in some other games. Upgrade Benches are your best bet if you want better gear.
