In my experience, you just build a new place and relocate your Sim using the Relocate button in their info panel. Worked like a charm!
To move a house in The Sims FreePlay, you can't literally pick up a house and move it, but you can move your Sims to a different house. Just build or buy a new house, then use the Relocate option in the Sims' info panel to move them!
