You can’t actually “move” them like chess pieces. It’s all about assigning them to a different pad that they qualify for. Once reassigned, they'll teleport there eventually, especially if you're off-screen or it's night-time.

To move NPCs in Terraria Mobile, first make sure you've got a suitable house built for them elsewhere. Then, just open your inventory, tap the small house icon on the right to enter the housing menu. Next, tap on the NPC's banner you want to move and then tap the new house where you want them to go. Remember, the house must meet all the NPC's requirements to be considered suitable!

Super easy, just drag n' drop them in the housing menu. Make sure their new crib passes the vibe check (aka meets requirements).

Actually, I just let them roam free; they choose where to settle eventually, but yeah, the housing menu method works if you wanna be the landlord.
