Easy peasy, lemon squeezy! To move objects in Fallout 4, just walk up to the object you want to move, press and hold the 'E' key on PC, 'X' on PS4, or 'A' on Xbox One. Then, voila, you can start dragging it around. Just be careful not to redecorate someone's face with a flying tire.

Honestly, most of the time I just end up accidentally throwing stuff around my settlements. But yeah, holding down 'E', 'X', or 'A' is the way to go for more, uh, deliberate decoration.
