To move out a Sim in The Sims FreePlay, you have to use the Create-A-Sim (CAS) feature. Just remove them from your household by editing their information!

To move out a Sim, just have them retire once they reach the senior age. They'll automatically leave your household. Easy peasy!

You can't really 'move out' a Sim like in the main Sims games. Try aging them up to the senior stage and retiring them instead!
