First off, you gotta walk up to the settler you wanna move. Then, open the workshop menu - that's the V key on PC, hold down the touchpad on PS4, or hold the View button on Xbox One. Look at the settler, and there should be an option to 'Move.' Hit that, and then choose which of your other settlements you wanna send them to. Easy peasy.
