Just copy the game files to the new drive, then tell Steam where to find them. Go into Steam settings, choose 'Downloads,' then 'Steam Library Folders,' and add the new location. Restart Steam, and boom, it should recognize the game.
You can always uninstall and reinstall on the new drive if you don't mind the download time. Sometimes, it's just the cleanest way to do it.
