You can move your capital by clicking on the settlement you want as your new capital, then click the 'make capital' button in the settlement details panel.
Nope, you can't change your capital in Total War: Warhammer. It's fixed!
From my experience, all you need to do is select the desired settlement and click the 'make capital' button. Worked like a charm for me!
