To open the console in XCOM: Enemy Unknown, you need to enable it first. Go to your game’s installation folder, find the 'DefaultEngine.ini' file, and add the line 'AllowConsole=True' under '[Engine.Console]'. After that, press the tilde key (~) during gameplay to bring up the console.

You can't open the console on the console versions of the game. PC only, folks!

Easiest way: Edit DefaultEngine.ini, add 'AllowConsole=True', and press ~ in-game. Happy commanding!
